New Manitoba Skilled Worker Overseas (SWO) Immigration Program

Selection criteria and Information on New Manitoba Skilled worker Program launched on Apr 30, 2015.

A candidate must apply under two point systems to be eligible for Manitoba Immigration.

TWO point systems for Manitoba immigration follow hereunder:

1) In the 1st point system, called “skilled worker overseas” program, you MUST score 60 points to be eligible to enter 2nd point system.

2) In the 2nd point system, called “expression of Interest” (EOI), your profile will be ranked according to your points against other applicants and the highest ranking applicants will be selected for Canadian PR.

IMPORTANT NOTE ABOUT UNCERTAINITY: There are no limits on the number of candidates who can submit an Expression of Interest and no deadline, HOWEVER,

The PROGRAM reserves the right to limit the intake of or exclude from draws Expressions of Interest in specific occupations with a high volume of existing submissions and/or application inventories, evidence of a limited employment outlook and other significant barriers to employment in Manitoba.

1st Point system: Skilled Worker Overseas Point system

Must obtain 60 points and must obtain points in adaptability

Applicants in National Occupational Classification C or D must, have at least CLB 4 in English (or NCLC 4 in French).

Factor 5: Adaptability

A connection to Manitoba is required of ALL applicants. You can only receive points for one type of connection, even if multiple apply to you. In addition to Adaptability points, you may also score points for Regional Immigration for having a connection to, and planning to settle in, a region of Manitoba outside the city of Winnipeg.

2nd point system, called EOI (expression of interest)

After obtaining 60 points in the 1st point grid, the applicants are eligible to create an online “expression of interest” profile. The score will be awarded as per the following point system and candidates will be ranked against each other. The highest ranking candidates will be invited to apply for Manitoba nomination for Canadian Permanent Residence at regular intervals throughout the year.

Each profile will be valid for one year and candidates can create another profile again after expiry of their profile.

Factor 1: Language Proficiency

Those candidates who do not submit results of an approved language test do not receive points in this category. Points for the second official language are also based on evidence in form of official test results indicating the candidate scores at least at CLB 5 overall.

Additional points for licensing are ONLY awarded to those candidates who are working in professions or trades that require licensing in Manitoba and have completed ALL necessary steps to be able to seek employment in Manitoba.

Factor 5: Adaptability

All candidates must have at least one type of connection to our province  You cannot be awarded points for more than one connection factor. Supplemental points for Regional Development cannot be awarded to candidates whose connection to Manitoba is based on Manitoba Demand. All candidates indicating that they plan to settle outside of Winnipeg MUST at the time of application satisfactorily demonstrate that they have a convincing connection to a region outside of the capital city indicating a strong likelihood that they will make a long-term economic contribution to that region.
